Sir,

The Congress Government, in absolute violation of fair play and complete disregard to moral issues, has presented a budget in the Goa State Assembly  for the financial year 2007 – 2008 on Wednesday the 7th of March 2007, unmindful of the cognizance, that the code of conduct for the next Assembly Election in Goa is to be announced shortly.

We consider the budget as placed before the Assembly to be unethical, improper and incorrect.  We are of the opinion that the congress Government should have passed a vote on account, instead of presenting a budget, which on perusal, appears to be a de-facho election Manifesto of the Congress Party, especially the provision, augmenting the financial assistance under Dayanand Social Security Scheme, from Rs.750/- to Rs.1000/- per month.  Which roughly translates to offering a bribe of Rs.60,000/- over a period of 5 years to 2370 voters from each of the 40 constituencies.

The significance of the enhancement in the social security,  is that it is shrouded in ulterior motives, as the same  would be used as a weapon, to lure potential voters, and delete the name of such voters, who do not swear allegiance, and vote for the congress Party.  Accordingly, considering that there will be several aspirants for each Assembly constituency, the congress candidate will have to add a further 2000 voters to the 2370 votes which has already earned to the social security, to get himself elected.

Similarly the inducement to aganwadis, Dhangars and other section of the Goan populace,  are clearly intended to win voters and therefore a violation of electoral conduct.

In view of the same,  we kindly request you to peruse the budget and accordingly, issue directions to the Government of Goa, to delete all such provisions,  that appears to lure bribe and woo the voters.

We look up to you, to save the unique culture, beauty and identity of Goa.
