It will be the responsibility of the Government to provide resources, manpower and Infrastructure to all Government departments, so as to facilitate the smooth functioning of the departments, implementing the various legislations, as well as to solve the grievances, to the satisfaction of the General Public.
Immediate scrapping of Goa Regional Plan, SEZ, sales of forest, agricultural, coastal, hilly lands, and all such Ordinances or plans that do not benefit Goa and Goans. All constructions other than residences for personal use being constructed anywhere in Goa will be immediately suspended, pending verification and inquiry.
Acknowledging the terror threat, the Government would undertake the following exercise, to secure the life and property of the Goan people:

a)	The Government would undertake a massive exercise of computerizing and reviewing licenses of all businesses, registration of all residential homes including computerizing the names of the owners of both businesses and residential houses.
b)	Officials authorized to give approvals, licenses, voters / ration card has to give his approval, voters / ration card only after he receives the domicile certificate, voters / ration card cancellation certificate and the same is confirmed with the issuing authority of the particular state.
c)	Individuals wishing to start a business, worth Rs. 5.00 onwards, buy Goan land, or wishing to take up any type of constructions, has to provide his or her domicile certificate including the status of his Ration / Voter's Card to the concerned department. Any business or construction whose cost is above Rs. 25, 00,000/- would be required to provide an Income Tax Certificate.
d)	In the event an issuing authority on his own or on the instructions of the Minister or MLA's issues approval or issues a voters / ration card, without following the stated process the concern officials would be immediately charge sheeted even suspended, and the elected representatives action would be grounds for the MLA's disqualification.
e)	The Government will be the only authority to bring raw materials like vegetables, fruits, meat; food grains etc. into Goa and distribute the same to the people of different villages of Goa for selling the products at different pre located areas.
f)	Any legal resident of Goa wishing to keep a tenant in his or her house or wishing to rent his or her land will have to provide the domicile certificate including the status of the Voter/Ration Card of the concerned tenant to the approving authority. The concerned authority will have to verify the Gaminess of the document before giving the approval.

The Government will use all its might to crush individuals and organizations large and small who indulge in adulteration or duplication of foods or any type of products.
The Government will use all its might to enforce hygiene, cleanliness and discipline within the boundaries of Goa. Violators of hygiene, cleanliness and discipline will be severely penalized.
The Government will pass such legislations where all Goan land would be first offered to in order; Locals any Goan, Government (prevailing market rates) before offering the land to legitimate tax paying Indians. Agriculture and forest lands can only be sold to Goans or to the Government.
The Government would only take up the responsibility of governing the state, and would not manage any companies or corporations. Any holdings on the part of the Government in any Company or Corporation would be sold to the public.
The Government would conduct massive exercise to create co - operative bodies in villages, towns and cities to handle food preparations, aqua farming, animal husbandry, vegetable, fruit and grain farming, building roads, bridges, bungalows and residential buildings in villages, towns and cities.
Any bar other than graded bars would be permitted to open only after 11:30 AM. Bars violating the opening time would receive penalties. In order 1st, 2nd, 3rd, 4th offence would receive 1, 3, 6, 12 months suspension.
