Parents having two sons or more and coming from middle class families, would be entitled for a flat/house for one of the son’s, the cost to be paid in 240 monthly installments. In the event a girl from middle class economy marries a boy from a middle class economy and could not receive the flat, the girl would receive a flat/house to be paid in 240 monthly installments.
Middle class families living in the coastal belt and unable to build rooms to let to the tourist, the government would assist such locals, to build at least one decent room, to let to tourists and handed over to the local. The cost of the same would have to be repaid in 60 monthly installments.

All legitimate Goan living in palm leave houses would be provided with a four room concrete and tile house. The cost of the same would have to be repaid in 280 monthly installments.
All traditional farmers would be permitted to build their house / bungalows on their agriculture land with the condition that if the house or bungalow is sold to another the Government would confisticate the said structure without paying any compensation to the first or second owner.
