Any one found littering, spitting or urinating in public places, road corners, in areas of town and cities main roads, national highways, would attract a penalty of Rs.2000/-  or  will  have to clean and sweep five hundred mts of the road.

All spit inducing items such as pann, gutka, or tobacco will be completely banned. Any one found breaking this law would attract a penalty of Rs.10,000/-  or  will debarred from the state.

Sulabh sauchalayas would be setup between beautifully landscaped land and efficiently manage and setup in all Town and city squares. All houses in Goa will be compulsorily whitewashed by the Govt. The money for the same will be collected from levying 2% surcharge on electricity bills.
